The AI Architect is the figure who holds technical feasibility, regulatory compliance and economic sustainability together. At ML TWO this role is present across the whole life cycle, not only in the design phase.

Architecture Design

End-to-end design of the solution: data, models, integration with the systems already in use, security, traceability and control of running costs.

Hands-On Support

AI Architects work alongside the entity's offices and vendors, in the operational meetings and on the concrete choices: they don't show up for an audit and leave.

Training on the Job

Staff are trained while the solution is being built: on the tools, but above all on the criteria for judging the results, risks and failures of AI systems.

Transfer of Competence

Standards, guidelines and architecture documentation stay with the entity, which can evolve the automation on its own or govern its vendors from a position of knowledge.

Regulatory Oversight

Support to the Digital Transition Manager

The RTD is the pivot of an entity's digital transition, yet rarely has a dedicated technical structure. ML2Public provides a dual competence — legal and technological — to translate regulatory obligations into deeds, procedures and projects that can actually be executed, without leaving the office to carry the burden of interpretation.

  • CAD obligations: survey of the requirements applicable to the entity and a remediation plan for non-conformities.
  • AgID Three-Year Plan: national guidelines translated into the entity's real context and available resources.
  • Deeds and regulations: support in drafting document-management and preservation manuals and internal regulations.

Organization

Reorganization of Processes and Procedures

Digitalizing an inefficient procedure produces a faster inefficient procedure. Technology comes after the mapping of real flows — not the ones described in the regulations — to identify redundant steps, bottlenecks and unattended responsibilities, and to redesign the service around the citizen.

  • As-is procedures: on-site survey of actors, timings, documents and the steps actually performed.
  • To-be reengineering: simplified flows, removal of duplicate steps and shorter end-to-end times.
  • Dematerialization: move to natively electronic documents, digital signature, protocol register and electronic case file.
  • Online services: redesign of citizen-facing front-ends following the Italian PA design models.
  • Operating models: roles, delegations and control points consistent with the digital process.
  • Measurement: service indicators to monitor timings, backlogs and perceived quality.

Training and Digital Citizenship

Digital transition fails when it stays a project of the IT office. Training is delivered on-site and built on the entity's concrete cases, with distinct tracks for managers, officials and front-desk staff, because the same rule demands a different kind of awareness depending on the role.

  • Digital culture: the purpose of the transition, digital citizenship rights and a changed posture toward the citizen.
  • Electronic documents: creation, management, preservation and evidential value under the CAD.
  • Certified email and e-signatures: correct use, recurring mistakes and their legal implications.
  • Security and personal data: everyday behaviour, access management and GDPR duties in daily office practice.
  • AI for the PA: what is lawful, what is useful and what should be avoided in the daily use of generative tools.
  • Executive briefings: sessions for managers on governance, accountability and investment choices.

Assessment

Investment Analysis and Cost/Benefit Assessment

Digitalization funding — ordinary or NRRP — must be allocated to what produces verifiable benefit for the entity and the citizen. The analysis compares total cost of ownership, expected benefits and risks for each alternative, in a form that can be defended before oversight bodies.

  • IT estate survey: applications, contracts, licences, recurring fees and functional overlaps.
  • Multi-year TCO: acquisition, migration, operations, maintenance and exit costs.
  • Cost/benefit: structured comparison of alternatives, with benefits quantified wherever measurable.
  • NRRP perspective: consistency with milestones, targets and the reporting constraints of each measure.
  • Tender support: technical requirements, evaluation criteria and service levels.
  • Lock-in and sustainability: assessment of vendor dependency and of sustainability at steady state.

Project Management for Generative AI in Public Administration

Generative AI enters the PA only when it comes with governance, training and control: the technology is the easy part. ML2Public runs the project from the use case to production, holding administrative value, regulatory compliance and long-term sustainability together.

Head of Business Unit — Public Administration

Sebastiano Tangorre

More than 40 years of experience in IT for the Public Administration. He served as General Manager of the IBM Business Partner agency and founded CSIPA — the IT Services Centre for Public Administration, where he was Sole Director, specializing in the digital transition of public bodies. Founder and lecturer of the “Scuola della PA Digitale” with Tecnopolis PST and a lecturer at the University of Bari and LUM, he trains managers and officials on the Digital Administration Code (CAD), dematerialization and digital-document security. He directed the PIXEL project for the reengineering of administrative processes and supported the Digital Transition Teams of several municipalities. At ML TWO he leads the Business Unit dedicated to Public Administration.
